Dems outline plan to use Ryan budget against GOP candidates

The top political committee responsible for electing Democrats to the House of Representatives passed along a memo sent to House candidates. The proposed strategy? Linking their Republican opponents to vice presidential candidate Paul Ryan and his proposal to overhaul Medicare, which he submitted earlier this year.

As House Budget Committee Chairman, Ryan put forward a budget plan that would restructure the health care program for seniors by offering them a choice to accept federal subsidies to pay for health insurance through private insurance companies. The proposal made the young Wisconsin congressman a lightning rod for criticism on Capitol Hill. Republicans overwhelmingly voted in support of the plan, which passed the House but failed in the Senate.

Now, Democrats plan to try to use Romney's vice presidential choice to their advantage.

"[W]ith this one announcement, Mitt Romney gave us the national debate we've wanted," wrote Jesse Furgesson, spokesman for the Democratic Congressional Campaign Committee. "Now, the Medicare-ending Ryan budget is the ticket mate with every House Republican and Republican candidate running for Congress."

The memo goes on to outline a strategy for Democrats to play offense on Ryan's budget proposal.

House Republicans had done everything they could to make this election about anything other than the Ryan budget and their priorities to protect millionaires over Medicare and the middle class. But with this one announcement, Mitt Romney gave us the national debate we've wanted. Republicans on Ryan Budget: Politically Devastating. Republicans across the country are admitting that they can't escape the devastation a debate about the Ryan budget will cause for their chances this November.

????????? Former NRCC Chairman Tom Davis says Republicans are "watching and worrying" and "nervous" about the impact of Paul Ryan's budget that ends Medicare on Republicans chances this November. Davis goes on to say that Ryan's pick "raises some issues you wouldn't have had with another nominee."

????????? Former NRCC Chair Tom Reynolds compared the damage of Ryan's plan to end Medicare to George W. Bush's failed Social Security privatization efforts in 2005 that helped cost Republicans the Majority in 2006.

????????? Senator McCain's 2008 top political advisor, Steve Schmidt, confessed that House Republican strategists are "worried" about the impact of Ryan's budget after they lost a series of Republican-leaning seats in special elections over this issue earlier this cycle.

Democrats on Offense. On Friday, DCCC Chairman Steve Israel wrote to Democratic candidates across the country urging them to stay on offense on the Ryan budget and even to use Republican's own words against their opponents. The Ryan budget has seen bipartisan opposition?including prominent Senators like Scott Brown and Olympia Snowe?and now has Republican candidates across the country reeling and in disarray.

Why? Because they know it's a debate we win.

Democratic Message Wins. House Democrats have won special elections on the issue of Medicare. Just look at Democrats' special election victories in NY-26, a ruby red conservative district, and AZ-08 where Republicans held a seven-point voter registration advantage. The Ryan plan to end Medicare while protecting tax breaks for millionaires was a decisive, losing issue for Republicans. In both races, the Democrat won the battle because voters rejected Republicans who would end Medicare, while giving another tax break to millionaires. On the other hand, in the NV-02 special election was not a measure of the Ryan budget to end Medicare because the Republican candidate wasn't committed to the Ryan budget and the race wasn't competitive according to NV's own Jon Ralston.

Iraqis wait to see gains from country's oil boom

BAGHDAD (AP) ? Iraq is fast becoming an oil producing powerhouse, but you'd never know that by looking at the faded Unknown Soldier gas station in downtown Baghdad. There's no repair garage or mini-mart, just a cramped office with tattered vinyl couches. Horns blare as a string of waiting cars backs up into busy Sadoun Street, slowing traffic.

Electricity from the power grid is available only for a few hours a day, so a noisy generator burns through 200 liters (53 gallons) of fuel daily just to keep the lights on and pumps running. That eats into what little profit is left over after government-imposed price caps, says manager Anmar Abdul-Sattar.

Like many Iraqis, he sees little reason to celebrate the postwar petroleum gains that have turned Iraq into a leading oil producer. "The country is increasing its oil revenues, but we're not feeling it on the ground," he said.

It's a widely shared sentiment. Frequent power cuts, the state's inability to prevent near-daily bloodshed and yawning gaps in basic services have left ordinary Iraqis convinced they are sharing little in the country's growing oil wealth. Insurgent attacks have killed more than 200 people just since the start of this month.

"There is no electricity, no public services. No respect for the people of Iraq," Mohammed Salem said as he gassed up his taxi at the station, which is named after a monument that once stood nearby. The billions being made off Iraq's oil, Salem believes, are simply "being stolen by government officials and sent to banks outside of Iraq."

Iraq last month crept into second place behind Saudi Arabia among OPEC's top oil exporters, according to the latest figures from the International Energy Agency. The shift marks a symbolic victory over neighboring Iran, long the bloc's No. 2.

The rise stems from a steady increase in Iraqi output and the effect of international sanctions that are crimping Iran's ability to market its own crude. Foreign oil majors such as Exxon Mobil Corp. and BP PLC have been brought in to develop Iraq's vast oil fields, and new export facilities are coming online.

The architect of Iraq's postwar energy policy, Deputy Prime Minister for Energy Hussain al-Shahristani, is proud of the country's achievement. He recently boasted that Iraq is now pumping 3.2 million barrels a day, a figure that also puts it ahead of oil-rich Kuwait and the United Arab Emirates.

The difference is that citizens of those nearby countries enjoy income levels, pensions and standards of health care far higher than their Iraqi counterparts. Their modern metropolises ? which in the UAE's case host some of the tallest and most innovative buildings in the world ? bear little resemblance to crumbling, concrete Baghdad and other strained Iraqi cities.

Embittered Iraqis are acutely aware of the disparity. Many blame not the United States or international oil companies, but a government they see as ineffective and corrupt.

"Go ask the government why we are living like this. It was better under Saddam," said Ahmed Saadi, another driver filling his tank at the gas station, referring to dictator Saddam Hussein, deposed after the American-led invasion in 2003. "They said they were going to distribute the oil money to the people in a fair way. It didn't happen."

Official government figures indicate 11 percent of Iraqis were unemployed at the end of last year, according to Planning Ministry spokesman Abdul-Zahra Hendawi. Another 25 percent are considered underemployed, suggesting they are unable to find steady, full-time jobs that meet their needs. Other Iraqi officials have quoted higher jobless numbers.

The gaps in services are obvious in some of Iraq's poorest areas.

In Hay Tariq, a fast-growing Shiite slum on Baghdad's outskirts, children cool off by swimming in a garbage-filled pond fed by wastewater runoff.

Many residents there lack proper plumbing, so they use donkey-drawn carts to haul plastic containers and even old oil drums to a municipal distribution center to collect fresh water. Resident Hadi Ibrahim said he sometimes has to wait hours before the water gets distributed.

Even in nicer areas, such as the Sunni enclave of Azamiyah, residents say they have yet to see any improvement despite the increase in the flow of oil.

During an interview in his cramped and cracking house there, fishmonger Sadiq Abdul-Jalil al-Obeidi described how old pipes in the neighborhood are clogged and falling apart, causing sewage to mix with drinking water.

The power went out the moment he invited guests inside. It returned, at higher cost, only after a privately owned neighborhood generator kicked in.

He accused Iraqi officials ? "the whole government, without any exception" ? of pocketing the country's oil revenues. "Human nature is greedy," he added mater-of-factly.

"We're an oil-rich country, so services should be 100 percent perfect. But what we're seeing is the opposite," al-Obeidi said. "There hasn't been a single official who has come forward to serve the people. Even a 5-year-old child can tell you that. They ... only think about their personal ambitions."

Repeated attempts in recent days to reach Iraqi government spokesman Ali al-Dabbagh to discuss the bitter complaints were unsuccessful.

Other government officials, including some whose parties are allied with Prime Minister Nouri al-Maliki, say corruption and wasteful government spending are seriously diminishing any gains increased oil production is bringing to Iraq.

Without better plans to spend the oil revenues, "Iraq will remain another Somalia instead of becoming more like Saudi Arabia or the United Arab Emirates," said Shiite lawmaker Jawad Kadim al-Hassnawi, a member in the services and construction committee in the parliament.

"The whole service system will totally collapse soon if the government continues to act in such an aimless way," he warned.

Salem, the taxi driver filling up in downtown Baghdad, is even more pessimistic.

"It's totally impossible," he said when asked if Iraq's standard of living can one day hope to rival that of other regional OPEC countries, such as Saudi Arabia and Kuwait. "We'd need Aladdin's magic lamp for that!"

How makers of phones and tablets are faring

Many companies including Nokia and Research in Motion have been struggling to compete with Apple and manufacturers of devices running Google's Android software. That shows in some of the earnings reports released so far for the latest quarter.

Here's a look at how makers of phones and tablet computers are doing:

? July 10: BlackBerry maker Research in Motion Ltd. asks disgruntled investors at a shareholders meeting for patience as it develops new devices to rival the iPhone and Android smartphones. The company reiterates a warning that the next several quarters will be challenging. It also expects to report another operating loss in the current quarter, which ends Sept. 1, as the company cuts prices to sell its older BlackBerry models.

? July 19: Nokia Corp. says its net loss nearly quadrupled in the second quarter on sagging sales of smartphones, which fell 39 percent from a year ago to 10.2 million. The company's stock jumped, however, as sales of low-end phones buoyed revenue and shipments of the new Lumia phones, which run on Windows software and will replace the older smartphone models, were not as bad as feared. In North America, sales of the Lumia phones offset declines in traditional Symbian devices.

Google Inc., which completed its purchase of Motorola Mobility during the quarter, says it saw strengths in North America with Verizon Wireless, driven by the Razr Maxx device. But it says international sales of basic cellphones and mid-tier smartphones declined. Google reiterates that 1 million new Android devices from various phone makers are being activated each day, with more than 400 million activated worldwide.

? July 24: Apple Inc. says it sold 26 million iPhones, 28 percent more than a year ago. It also sold 17 million iPads, an 84 percent increase and a quarterly record. But average selling prices for both products were down.

? July 25: LG Electronics reports a lower quarterly profit as its mobile phone division sank to a loss. Basic handset sales declined while expenses to promote its new smartphones went up. The company says profitability at the mobile communication business will not be too bad for the rest of the year with new high-end mobile device launches due in North America and Japan. But it stops short of guiding investors on when the company can fully turn around its mobile business

? July 27: Samsung Electronics Co. reports another record-high quarterly profit as customers flocked to Galaxy smartphones. Samsung benefited as rivals including Apple had yet to release new models. The performance in mobile phones helped offset a slowdown in other consumer electronics businesses such as televisions.

IDC reports that Samsung has extended its lead over Apple in smartphones. Samsung had a market share of 33 percent in the second quarter, up from 17 percent a year ago. Apple's fell slightly to 17 percent, from 19 percent a year ago. The drop is typical several months after the release of a new iPhone model.

? Aug. 2: Sony Corp. says revenue in its mobile division more than doubled, but that's largely because it took full ownership of Sony Mobile, once a joint venture with LM Ericsson. Had the transaction been reflected in the year-ago quarter, growth would have been about 14 percent. Sony says more people have been buying smartphones rather than the cheaper, basic phones. It's also sold more smartphones, mostly because of strong performance of Xperia S and Xperia acro HD.

? Aug. 3: Taiwan smartphone maker HTC Corp. reports a 58 percent drop in profit, its third consecutive quarterly decline as intensifying competition from Apple Inc. and Samsung Electronics Co. hurt sales. The company had hoped to win back some of its market with the launch of "HTC One" series, which offers users a better camera and music experience. But following the huge popularity of Samsung's Galaxy handsets, the model's key U.S. carrier, AT&T, recently slashed the prices of "HTC One" by half. HTC says the U.S. will continue to be an important market, but that China "will be a key driving force for our future growth."

? Aug. 8: Research group IDC says the success of Samsung's Android phones helped Google's operating system extend its dominance in the smartphone market. There were four Android phones for every iPhone shipped in the second quarter, up from a ratio of 2.5 to 1 in the same period last year. The gains come largely at the expense of BlackBerry phones made by Research in Motion Ltd. and Symbian phones made largely by Nokia Corp. Apple's market share dropped slightly, but the company shipped more iPhones than a year ago.

? Aug. 13: Google says it's cutting about 4,000 jobs at its Motorola Mobility cellphone business and will close or consolidate about one-third of its 90 locations. The reductions represent about 20 percent of Motorola Mobility's 20,000 employees, and 7 percent of Google's overall work force. Two-third of the job cuts will take place outside of the U.S., Google said. The job eliminations come three months after Google bought the once-dominant U.S. cellphone maker for $12.5 billion, chiefly with a view to using its large patent portfolio to bolster its legal defenses.

? Aug. 15: Rating agency Standard and Poor's downgrades Nokia Corp.'s long-term corporate credit rating further into junk status amid concerns over the cellphone company's deteriorating profitability.

? Aug. 16: Samsung Electronics Co. begins selling the Galaxy Note 10.1 tablet in the U.S., the U.K. and South Korea. It has a digital pen and a faster processor than the iPad, but has a lower screen resolution.

Lenovo Group Ltd. says smartphone shipments grew 44 percent for a market share of 11 percent. Lenovo says it sold 5 million smartphones in China in the latest quarter, passing PC sales by number of units for the first time.

Sports Notebook: Trojans' trip bonds them for season

The Tuscarawas Valley High School cross country team usually trains at nearby Atwood in preparation for the cross country season.

The Trojans traveled a little more southwest to help prepare for the upcoming campaign.

Tusky Valley head coach Sandy BeBos took her boys and girls squads to the Great Smoky Mountains.

?We usually go to Atwood, but this year I thought I?d splurge,? said DeBos. ?We rented a 15-passenger van and stayed in a couple of condos in Sevierville (Tennessee).?

DeBos and her charges ran up and down in the mountains of Tennessee of which the elevation at times was more than 5,000 feet.

?They thought they were lightheaded because they thought they were hungry,? said DeBos. ?They didn?t realize how high they were.?

The Trojans? coach said the trip was more than a training exercise.

?We have a lot of seniors and it truly was a bonding experience,? noted DeBos. ?We tried to get a team athmosphere. I think it worked.?

The Trojans, who opened their season at the OHSAA Pre-Season Invitational in Hebron on Saturday, will host the Harrier Hustle Relay on Tuesday.

Dover?s Julia Jennings and Kelsey Brass have been selected to compete in the Queen of the Diamonds Showcase South at Winthrop University this Friday and Saturday.

The event attracts athletes from more than 30 states and two Canadian Provinces.

In each of the three new studies, the scientists compared the genes of people with and without multiple sclerosis, and checked their findings by studying the people even more.The IL7R gene is different in the three studies. Another gene, called IL2RA is also observed in the study published in The New England Journal of Medicine.

?Obviously, the more we know about a disease, the more questions we must ask ourselves,? said Pericak-Vance. ?But it is good that we can ask more questions.?

Scientists have worked for decades to find gene variants associated with multiple sclerosis, and it proved to be a complex challenge, Pericak-Vance notes.

Three new studies show that the gene IL7R, which affects the immune system, can affect a person?s chances of developing MS.

?There are many people who carry the variation that is associated with multiple sclerosis, but not receive in September So now we have to see what other things are involved,? said Pericak-Vance. More work to do

?It ?been more than 20 years, and although we know that genes are important, we were not able to find them. And now, after so many years, we finally hit one,? he said. New Gene study multiple sclerosis

NEW DELHI: Aiming to become the second largest smartphone seller in India, homegrown mobile handset firm Micromax will expand its portfolio with eight new devices across various price points to attract consumers.

The company also aims to double monthly sales to 1.5 lakh units by the end of 2012.

"Data shows that we are already ahead of most of our competitors in the smartphone space and we are confident of reaching the number two position by the end of 2012 ... We currently have a dozen smartphones and four new ones will be launched in the next few weeks," Micromax CEO Deepak Mehrotra told PTI.

He added that four more smartphones will be added in the coming months.

According to third party data quoted by the company, Micromax sold over 67,000 smartphones in July this year, much higher than its competitors like HTC and Karbonn.

Smartphones, globally and in India, are gaining popularity and there has been a significant surge in sales volumes over the past few quarters.

According to a CyberMedia study, smartphone sales in the country increased by 87 per cent to 11.2 million units in 2011 from 6 million units in 2010 compared to seven per cent year-on-year growth in the feature phones category.

Over 150 smartphone models by more than 30 vendors were launched during 2011.

While Nokia emerged as the leader in the smartphones segment with a 38 per cent share, Samsung (28 per cent) and Research in Motion (15 per cent) share followed in the list.

"Consumers are looking for a value product. Price is an important factor in decision making and our endeavour is to provide quality product at the right price. As a strategy, we want to play across price points," Mehrotra said.

The company will launch its Superfone Pixel A90, a dual SIM phone with 4.3-inch super-AMOLED touchscreen and equipped with 8MP camera, 1GHz processor and is priced at Rs 12,999. The other launches include Superfone Canvas A100, Ninja 3.5 and Ninja 4.

Micromax is also betting big on its tablet PC range. It had launched its FunBook device in April and is expanding the range as well.

It has launched the 10.1-inch version of the tablet PC and will add two devices -- FunBook Alpha and FunBook Infinity -- in the range soon.

"We launched our 7-inch device in April and sold 1.4 lakh devices in just 100 days. We are confident that the new 10.1-inch tab will also do well," Mehrotra said.

Smartphones and tablet PCs (combined) currently account for about 30 per cent of the company's revenues.

"By the end of the fiscal (March 2013), the contribution should increase to 40 per cent," he said.
